Just missing in the pic is the line that goes from the air filter to the oil fill cap. The problem is the oil fumes are going up to the carb from the cap and making things quite dirty, when the air is supposed to be sucked into the crancase via the oil cap.

Going to look for diagrams that show a PCV valve...
