Strange sputtering? Help! 200 1991

It has yet to stall. It feels like it's going to but it doesn't. When I depress the throttle as it is happening (while moving), it will level out at the RPM it is bogging down to, no gain in speed or RPM (when I give it gas at rough idle, it does respond somewhat, enough to get me moving). Then it seems almost like it catches something and it will start running rich. It's very unsettling. I read that it could be an in tank fuel pump?
