Before you start blaming the ECU, did you check this voltage with the AMM connector attached? If it's not connected, you'll get bogus readings.

I also vote for vacuum leaks, though I'm not sure mhere you'll find one.
Can you see the wire through the AMM? If so, ods are pretty good it works, but it may not work well.

Also, have you pulled engine codes or run diagnostics?... Uh, if 88 had any.
