Help needed with timing belt... what am I missing? 200

I origionally tried to just grab the crank pulley, after pulling the rope out, and turning it back to line the marks up. I couldn't turn it back. Only forward. I figured if it wouldn't turn back, and it would go forward, I would simply turn it around forward untill the marks lined up again. Couldn't do that either. It stopped at the 175-180 degree mark.
