Bumper Installation question 120-130

I am in the process of restoing my 1967 122S and have now opted and ordered a set of the stainless steel bumpers. I have re-painted all of the bumper brackets. When I finally install the bumpers, should I install the brackets onto the car first and than install the bumpers onto the brackets ?
Or should I install the bumpers onto the brackets and than install everything as a unit onto the car ? Thanks, Fred
