1990 245 outer tie rod end lock nut seized?

A common problem.
One method is to use a small torch to heat up and expand the nut, another method that works well is penetrating oil and impact shock treatment,as if to squeeze the nut with the impact of a hammer while holding the opposing flat side of the nut against something solid like an anvil or a larger hammer.once the nut begins to turn then you should work it back and forth with plenty of oil.
good luck
