Welcome to Amazon ownership. You will find all the help you should ever need on this board. Let me start by trying to answer your questions.
1. To activate the windshield washer pull the knob out all the way.
2. The switch you describe is for a small light over the parcel shelf. The bulb may be burned out or missing or the switch could be shot.
3. Re the draining problem, later Amazons had a drain slot at the seam between the bottom of the nose section (which holds the grilles) and the horizontal pan that extends back to the bottom of the rad. It's a little hard to see. I don't know about the earlier ones but I suspect it's there, likely plugged with stuff.
