I could also hear the relay under the hood clicking when I switched from low beams to high beams. I found that the connector to the relay under the hood had come loose just a bit. I click it back together and the low beams came right on. Otherwise, do a search for "low beams". There are a couple of earlier posts that have a great amount of info. One in particular, I think it might have been from Art, gives detailed pictures on how to get to the in dash relay and how to fix it if it is a melted connector. Good luck with it.
