Front brake problems 700

Thanks for the help guys.

I tried prying in on the outer brake pad, working it a bit closer to the wheel center. The wheel began to move freely. I applied the brakes again, and it stuck. The problem seems to be some sort of jamming between the outer pad and the rotor? Or I may be misunderstanding just where the binding takes place.
