High side freon fill connector. Missing in action?

Thanks. I had read here that the faq's regarding 'air' were somewhat off.

The fan is working, as I said ...just not sure if it is working the way it should. I will check the other items, or get the tech to check them.

Initially the tech said there was too much freon ...so he pulled it down and then put the proper amount back in per a chart.

Now it cools ..but when the wife is driving ..she stops at a light ..says there is a sound like something losing pressure ..and then the panel vents go hot. When she moves on ..it comes back up cold.

Please tell me if this gives any more clues ..as I have limited options as far as techs go in my area. I want to make sure when I confront him ..I can point him in a specific direction to solve this.
