Fuel Problem 200

I just did a "major" service to the car yesterday:

Cleaned IAC, throttle body, PCV system.
Replaced Oil Breather Box
Intake manifold gasket
Injector O-rings
Cleaned and put dielectric grease on all connectors on the intake side
Air filter



So I don't think the throttle body is the problem. It was filthy, for sure, but the car is still not too happy. The water pump is squeaky - I have the new one I will put in with a new timing belt, tensioner, and seals (which are leaking).

I still think that the pumps should run if I jump fuses 4 and 6, though. Is that not the case with the 951 ECU?
