Hi Bill,

With strictly the information you provided, the only possible answer is the red lead for the fuel injection is no longer doing its thing, despite your careful work and keen visual inspection. Time to trace the invisible electrons. A handy place to view them is at the AMM's orange wire. The red lead you worked on will be exonerated all the way from battery to fuel relay, if you can see voltage at that orange wire with key on, using your test light or multimeter. This works for any 240 with a 25A blade fuse, so you didn't have to tell me what year your Volvo is.
