Here's an easy way to trace the trouble. Use a test light to find the constant voltage (ignition on) at the yellow wire going to wiper motor's plug. With the wiper not parked, the white/black wire should also have 12V on it.
If it does not, the inner two contacts of the cam may be burned or not making connection.
If the white/black does have power, the relay or the stalk switch contacts may have been damaged by the short circuit current.
