I must admit, I am curious as to why you wish to fix this. I can't imagine it matters what the title says -- if you know it's a '68 and the state insists it's a '67, what's the problem that makes this worth pursuing? This is asked strictly out of curiosity, not trying to start anything, but I just can't understand why this should matter.
