I have seen 4 bolts between fender and nose piece, but 3 is more common. I agree with estate66, removing these is a pain. Taking out the headlight bucket(s) makes access easier. Make sure to take out the bolt at the mudflap before taking out the 7 Acme screws along the top of the fender to avoid the rather low risk that the fender will fold over onto the ground as you're fiddling with that lower bolt.
