The reason the US market lost the high compression ("E") engine earlier than other markets was because it was the beginning of the end of high octane (leaded) gas in the US at that time.
As for the '71 being the most potent "E", IIRC that was only true in the US, and even then only if you're talking about the 140 series exclusively. The US market 1800E had the 10.5:1 engine in both the '70 and '71 model years. So far as I know, the 10.5 cr engine continued to be available in most other markets through 1974, albeit with CIS (instead of D-jet) in that last year of production.
