There is no reason to remove the head for a water pump replacement.
Be sure you have the correct o-rings installed as well as the gasket.

Although it is a bit cumbersome, try to put upward pressure on the pump so you can catch the bolts. I use a large pair of water pump pliers to lift the pump.
