Check basic timing yet? 200 1980

• Not likely with a new filter, Or even an old one in my experience.

"...also or could it be a timing issue. What if the timing belt slipped a tooth or two."
• I think the "slipped belt" is a good possibility. Especially when you say the car "died on the off ramp", which implies deceleration. My son had much the same experience under the same conditions, with a new timing belt that hadn't been re-tensioned. And the belt DID slip some cogs at the crank sprocket.

My theory was the the deceleration maybe set up a "wave" or something that allowed the belt to "jump timing". He was able to get re-time it again with his tools and some phone help. I hope you've checked for this, as Phil suggested.
