Ignition problem 200 1993

I pulled the small yellow/green wire off the starter and put a voltage test meter on it. 12 volts go to the wire when ignition is on. So I ran a wire from positive terminal of battery to the terminal where the yellow/green wire was connected. Nothing, no click, no starter action, no sound, nothing. I also tried attaching jumper cable to large red terminal of starter to see if that would do anything and, again, nothing at all. So,if it was the solenoid, wouldn't the starter turn when jumped? Either way, I am assuming that I need to replace the starter/solenoid as a single unit? I am also going to ask advice on how to do this repair. Should I start a new topic? Thanks for your help.
