Cleaning up the bore is always a good idea when installing a new seal, but honing will not do anything for longitudinal scratches (or worse, scores)...and those are what cause leaking.
Inspect the bore after disassembly, and if you see excessive longitudinal scoring, it should be replaced...sure you can rebuild it, and replacement seals are cheap but it's likely on borrowed time and a scored bore will chew up a new seal rapidly. You might rebuild it and during the borrowed time find a replacement.
