67 P1800 toggle switch on the dash--UP for O/D "off"? Down for engage?

Stalk comming out of steering column opposite of the Turn Signal arm--What is it's function? I can't get this one to move up or down, back and forth, or in and out. It seems pretty solid.

Advice/answers greatly appreciated. Skeet
