Hello,
It is not uncommon for the outer sheath of the heater control cable to be damaged to the point where it can not be properly clamped at either end.
When the outer sheath slips, it will be almost impossible for the cable to completely close the valve.
I have found some of the new heater valves to require a little extra pressure to hold the lever on the valve completely closed.
And if the cable isn't adjusted right, normal driving can cause the valve to open slightly.
If you have a good heater control cable, you can adjust it so it holds the valve closed completely.
BTW, I think I found a good used license plate lens.
