1987 Volvo 240 Taillights Problem

Why did you replace the taillight panels?

How are your grounds?

I always have a few wires with spade connectors and alligator clips for trouble shooting - I even have fuses in some of my test wires. Put the proper spade females on a couple of wires and you can connect them to a new style fuse and you don't even need a fuse holder.

Try adding a new ground to the circuits using a test wire.

Or run power directly to the bulb circuit that is out.
