Tail lights are fused in the 66 1800...as a matter of fact, there are only three fuses in your vehicle's electrical system...Battery Power, Ignition Power, and Tail Lights (questionable automotive design thanks to Lucas)... find the Fuse3 on the diagram near the other two...physically, its the SINGLE fuseholder located on the little electrical panel on the inner fender. As you can see from the diagram and as Planetman has touched upon, the instrument lights are powered from the load side of this fuse...so if you have instrument lights, fuse and all upstream connections (such as switch) are fine, and an open connection (probably bullet connectors) exists. If instrument lights are non-working, check upstream of fuseholder, for power coming in when Lightswitch is ON.
The wiring diagram calls for a 35A fuse for Fuse3. This is WAY too high, and likely specified so that all three fuses could be the same...in the event of a short on this circuit, with such a high value fuse, there is an equal chance of the wiring fusing open, as the fuse "blowing" (more questionable automotive electrical work thanks to Lucas). I highly recommend reducing value of this fuse to 10A.
Finally, check for green corrosion (on all three fuses, with battery disconnected!)...clean this, and reinstall all fuses with ACZP (see: http://www.sw-em.com/anti_corrosive_paste.htm )
