Windshield wiper return 120-130

I started to work on this over the weekend and realized, the wipers already go all the way to the trim when they're operating on the "HI" setting. In fact, there's a bit of blade slap at one wiper. It seems that moving the wiper arms over one spline isn't the way to go.
Could the motors be worn out, or is the wipers parking at an angle just one of those 45 year-old Volvo things I need to accept?
