The first "seal" is designed with some expectation that water will seep in, and thus the second seal helps direct water into the sunroof headliner.
The "headliner" for the sunroof, a tray, different than car interior headliner, directs water out front and back. If you have leaking problems check the front drain holes in particular.
I'm using a 1992 sunroof in my 1986 car and the seal is less than perfect but my car is dry inside... (knock on wood)
