If you pull the sender, you will see that the wire arm to the float is adjustable by bending it but i would be surprised if that is the problem. It could be hanging up for some reason: there is a little set of gears that transfer the up and down movement of the float arm to a vertical axle running up into the rheostat. This can get frozen or sticky due to corrosion. At least this is what i recall last time i had it apart. Or the windings are damaged.
