Cold compression readings 700

Did you squirt any oil in the cylinders? Walls could be dry. Since it sat for a long time. Are you absolutely sure the timing is spot on? An easy way to check if you have a timing light. Connect to plug wire #1. Crank it over, you should see 12BTDC at the timing index. Plug wires correct? Stating the obvious I know. Plugs wet or dry? Tried any starting fluid?
