I fially had the time to work on this. The relay that was in the car has two sets of numbers. On one side is Volvo 9130269 on another side is Hella 4RA 003 510 73. I replaced it with a relay from Dave Barton. The headlights now work properly, going off with the ignition switch. However the headlights still come on with the parking ligts. I am assuming that someone has spliced the circuits together. So my next project will be to trace the wires to find the splice.
