A well tuned Volvo engine in a 240 will never be a powerhouse but they do get out of their own way pretty well. If you notice a sluggish response to the pedal even in neutral ... fuel mixture or timing isssue. These are common conditions and correctable. I had a well tuned 240 with low milage that was a slow on acceleration, until a volvo shop changed the timing belt. Apparently they did it correctly ... better power immediatly.
Also ... big improvement just by having a clean air filter.
