Odometer without speedometer is nearly unheard of unless the gauge has been "on the bench" before. I would not assume capacitors, although one of them, the 220 microfarad may have shorted -- it is across the meter movement. Likely it is a bad connection. Or if it spent any time on a dirty workbench, there could be a tiny piece of iron lodged in the meter movement's magnet.
