OBD Code 1-3-2 900

I know this was a few years ago, but I am having the same problem with my daughter's 1993 Regina 940. The car is used daily and every 1-2 weeks the car will die and start up after sitting a few minutes. The OBD codes being thrown are 1-3-2, 2-2-3, and 2-3-3. I replaced the IAC valve with another used one and the problem still is there. I have also cleaned the terminals on the inside and outside and grounds of the ignition tower. I will replace the ignition tower when she comes home. Why is the 1-3-2 code being thrown (battery voltage too high/low) also?
