Hiya Gabriel,
A google search indicates OBD-II error code of P1308 indicates fault with the accelerator or wiring to which it is connected to the engine control computer unit.
The accelerator, I believe, yet am not certain, is the same as the throttle body sensor. It may be called an accelerator pedal sensor.
Some articles suggest the need to occasionally adjust the 1997 Volvo 960 throttle body accelerator cable. Other seem to believe it is also a fault with the air conditioner. I'm unsure.

Maps the generic P1308 code to the Volvo A2 Fuel System 444 code. So, perhaps accelerator, then?

The check engine light is on? How does that effect emissions test in AZ-state?
