head lights problems 200

found the relays two in center also one left side floor this controls right headlight. strange problem is two in center looked fine is there way to test also the blue wire on headlight seem to carry current but only 4v when checked do this wire connect anywhere else before relay??? did continuity on it from light to firewall fine. want to check dash to next connection need to know where fuse panel or relay, switch???
