Steel gears would only be a factory for the 1975 1/2 164.

That doesn't mean someone didn't update to a steel timing gear set when replacing the stock fiber timing gear sometime in the past.

The 164 front engine cover does have a rubber lip seal, but the cover itself won't fit a B18/B20.
