Vermont Titles?

Apparently the previous owner GAVE him the car (from orig post) -- no way to contact her. No bill of sale. And she never had it titled. The way I read this, according to the state of NY, this car is still titled to whoever the leasing company was.

I still think a (surety) bonded title is going to be the only way to go on this one since proof of ownership seems like a long shot.
