1993 cruise control doesn't work

Well duck,

Brake lights work, speedo works, and fuse 12 alright ?

Pin 8 ( black wire)on the controller connected to ground ? Hoses good ?

A missing VSS will throw a 311 code but it wont trip the check engine light.

This an automatic ?
