rattling heat shield on manifold pipe - what is the purpose? 700

I tried driving screws between but they loosened themselves off so last time I was under I connected a spring to the heat shield. it just pulls on it and prevents it from rattling. that worked ok. its spot welded together and surrounds the two pipes, I can cut it off but I just left it alone with the spring tension pulling on it a little. if it can't shake it wont rattle. If I loose the spring I might do something else but that was an easy fix.
