A Fluke is a terrific meter (got three of 'em plus a frequency counter), and also a flat fish (good broiled with a little butter and bread crumbs).
The good Flukes measure capacitance, frequency, RMS volts, decibels, diodes, transistor gain, and probably the phase of the moon. One model even mimics an oscilloscope
Don't spend your money on a Fluke unles you get pleasure from ownership. Buy a basic Radio Shack DVM for about $20. When it breaks, toss it and buy another.
Harbor Freight sells a Fluke POS Chinese knock-off for about $10-15, and you often see these on eBay for less. I'd buy one of these, use it, break it, chuck it, buy another.
