Edward -

The fan clutch is supposed to run the fan at low speeds or idle, and let the fan free-wheel at high speeds. So you can't hear the fan roar when at idle or low speed, right?

The fan clutch is a DIY job. I've never replaced one so can't give a cost estimate. Get a quote from Volvo and from an aftermarket source, and maybe - with luck - another brickster will post on how to test a used one from a boneyard.
