Edward-

With the engine cool, try to rotate the fan and assembly by hand, there should be some slight resistance. Start the engine, let it warm up, then turn off the engine and rotate the fan and assembly again. The resistance should be much greater; the clutch is engine compartment heat activated. If it is the same, replace the fan clutch. DIY job, do not pay someone to do it.
