sure. connect a hose of the appropriate diameter, loosen the fitting, and drain all the coolant from the block and head into a bucket.

Seriously, this IS the coolant drain. So, nothing's missing, but you've discovered the easy way to drain the engine if you are, say, replacing the thermostat.
