Sounds like the the pre pump (in the tank) is failing. The car still works without it but lower line pressure allows fuel to vapor lock a little and no start can occur. Dude, it's an '83 turbo and turbos don't last as long as volvos. Actually I don't know much about turbos try expert.com if you don't get the answer here.
