A few problems... need help! 200 1983

I recently inherited a 1983 Volvo 240 GLT from my father, and to say the least it has a few minor problems. The car had spent most of its 'life' in Northern California, and the temperatures there are a bit cooler than they are in Arizona.

The first problem I have is this: On mornings when the temperature is below 60f, the car starts rather easily, yet on warmer days (afternoons and such) when the temperature exceeds 100f (which is common) the car is very hard to first start, yet after the engine is up to temp starting is much easier.

The Second problem I seemed to notice is that when the engine is still cold, a whistling sound can be heard once the turbo kicks in, this continues until the engine is warmed up and then ceases. Does this mean that the turbo is failing, or is this normal?

I also had a problem with the car stalling when I would come to a quick stop, yet changing the fuel filter seems to have corrected this problem.
