Always weld structural items; in this type of application riveting is not nearly strong enough. Riveting can be useful for patching up (if you don't care about a proper restoration) cosmetic panels. Floorpans are a conscience call; while I think riveting would be strong enough you might not pass a safety inspection if the locality where you live requires such.
