I think that the central lock system of the 700 series uses a relay to activate the actuators during something near 1 sec. when you lock/unlock the doors from the driver door.

But about the actuator melting: I had a problem with my 200, the switch sticking in "on" position then I locked the doors. The actuators drained all the battery but they still worked after...
