When the harmonic balancer slips due to detioration of the rubber bonding between the inner and outer pieces it does not change the valve timing but rather only changes the position of the small V notch TDC timing reference on the outer pulley. The result is crazy timing light readings. The timing adjustment range on the distributor cannot provide for 40 degrees of adjustment so i really think that if your valve timing is on then you have a slipping harmonic balancer.
