As a diagnostic, find a small 12-volt bulb (Radio Shack should have many varieties) and temporarily wire it into the fuel pump supply as close to the pump as possible. Then you'll have a "tell-tale" whenever power's going to the pump.
It's a simple correlation to look for the light when cranking the engine. If the bulb lights but the pump is silent, you can suspect the pump (or ground). But if the bulb remains out when the pump fails to run, then you'll know to chase closer to the relay and/or ecu.
