Clarification. Jim is right; I have confused the issue. I should have said that at no load (really minimal...5 amp load... with just the fuel pump running) I get about 13.5 Volts. However, as load is applied, up to about 40 amps, the voltage drops proportionately to the load as low as 10 volts. I get this same result with a fixed or adjustable voltage regulator....both known to be good. So, the question is, should I be concerned about this or just keep going.
