Sure you can lose one ... but don't do it. The electric fan isn't that loud, and it serves a purpose. Disconnecting the belt-driven fan isn't even a resonable option. If you want to hear the electric fan, turn off the car after it is sufficiently warm. Turn the key back to the second setting and walk to the front of the car ... you'll hear it ... and it adds very little noise to an already-running engine.
The two fans, arranged in a push-pull configuration, are normal for 700 series cars. The electric "push" fan supplements the cooling in all the heat exchangers (radiator, oil coolers, a/c condenser) under certain conditions. On '91 and newer cars it is controlled by the radiator temp sensor and by the air conditioner. It will turn on when the coolant is hot or when the a/c is running. On '90 and older cars, the electric fan is not controlled by the a/c; it will turn on only when the coolant is hot. The belt-driven "puller" fan only runs when the engine is running (obviously).
